What is Erasmus+?
Erasmus+ is the EU’s programme to support education, training, youth and sport in Europe. The new Erasmus+ [2021-2027], which covers 33 countries, will support learning mobility and cross-border cooperation projects. It will seek to be even more inclusive and to support the green and digital transitions, and it will also support the resilience of education and training systems in the face of the pandemic.
The 2021-2027 programme places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life.
It supports priorities and activities set out in the European Education Area, Digital Education Action Plan and the European Skills Agenda. The programme also
- supports the European Pillar of Social Rights
- implements the EU Youth Strategy 2019-2027
- develops the European dimension in sport
Erasmus+ offers mobility and cooperation opportunities in
- higher education
- vocational education and training
- school education (including early childhood education and care)
- adult education
- and sport

The outcomes of Erasmus+ are available in reports and compendia of statistics, as well as through the Erasmus+ Projects Platform. This includes most of the initiatives funded by the programme and a selection of good practices and success stories.
The National Erasmus Office
The National Erasmus+ Offices are responsible for the local management of the international dimension of the higher education aspects of the Erasmus+ Programme in 27 Partner Countries outside the EU. In Libya, the Libyan Authority of Scientific Research hosts the NEO (the National Erasmus Office). The Erasmus+ programe is an EU programme aims to support actions in the fields of Education, Training, Youth and Sport for the period 2014-2020.
The main elements of the new Erasmus+ programme are:
- Inclusive Erasmus+, which provides enhanced opportunities to people with fewer opportunities, including people from diverse cultural, social and economic backgrounds, and people living in rural and remote areas.
- Digital Erasmus+, which aims to accelerate the digital transition of education and training systems.
- Green Erasmus+, which includes actions in line with the European Green Deal (e.g. offering financial incentives to participants using sustainable modes of transport).
- Erasmus+ for young people, which presents the DiscoverEU initiative as an integral part of Erasmus+.
In Libya, as a mandate of Partner Countries’ National Erasmus+ Offices under the Erasmus+ programme covers all supporting, promotion, monitoring and dissemination activities related to the international higher education dimension of the programme (in Key Actions 1, 2 and3).
The international higher education dimension of the Erasmus+ programme includes:
- Key Action 1:
– International Credit Mobility (ICM)
– Erasmus Mundus Joint Master Degrees (EMJMDs)
- Key Action 2:
– Capacity Building in Higher Edication (CBHE)
– Knowledge Alliances and Strategic Partnerships that are open to partner country’s participation.
- Key Action 3:
– Teams of Higher Education Reform Experts (HEREs)
– Commission’s policy dialogues with the partner countries/regions
– Regional chapters of Erasmus+ Alumni associations in the partner countries
